The Canadian Association of Defence and Security Industries (CADSI) is seeking an experienced, self-motivated, and independent Senior Technical Policy Advisor with an in-depth knowledge of the legislation, policies, and procedures governing Canadian federal defence and security procurement. While the focus are domestic policies and procedures, knowledge of export related policies and the controlled good program are also important given that 60 per cent of the Canadian defence industry’s revenue is generated from abroad.
As part of the small and dynamic team within CADSI, this newly created position would be an exciting career opportunity for a public servant expert in defence and marine procurement at the EX minus one or above level or for a seasoned industry practitioner. The individual would be well versed in the Government of Canada’s defence procurement and acquisition policy suite to improve federal technical policy issues related to Canadian defence procurement by engaging with the association’s more than 800 passionate members and by building consensus with government officials at different levels.
Duties and Responsibilities
The duties and responsibilities of the Senior Technical Policy Advisor are to:
- Represent CADSI by building and maintaining effective relationships with CADSI members, internal/external stakeholders, and government officials, often at the senior or executive level, in accordance with the Lobbying Act, the Values and Ethics Code for the Public Sector, the Policy on Conflict of Interest and Post-Employment, and relevant and departmental codes of conduct.
- Create and manage member engagement processes (e.g. including organizing all aspects of workshops, meetings, working groups, webinars, and research projects) that obtain the industry expertise and insights required to formulate industry views and, where possible, build industry consensus.
- Provide sound strategic and technical policy analysis and advice on matters pertaining to Canadian defence procurement to CADSI’s executive team, Board of Directors and operating committees.
- Develop, in consultation with CADSI colleagues and members, strategies and tactics on how to engage government and other stakeholders in policy development that reflects industry’s views.
- Provide support to CADSI’s executive team, Board of Directors, operating committees, and members, including for internal and external communications and presentations (e.g. drafting reports and member updates).
- Monitor and identify emerging policy opportunities, challenges or roadblocks.
- Provide support in organizing conferences and meetings for members (e.g. CANSEC, Outlooks).
- Lead various research projects, often directing the work of outside research consultants.
- Other duties as assigned.
Experience and Qualifications
The ideal candidate will have extensive knowledge of the Government of Canada’s defence procurement and acquisition policy suite (e.g. the international and domestic trade agreements, including the National Security Exemptions and the Canadian International Trade Tribunal, Treasury Board policies, PSPS Supply Manual and its associated SACC Manual, Integrity Regime, Controlled Good Program, Risk/Performance Management, Cost and Profit Policy, procurement modernization, and Canadian Content Policy).
For public servants, this experience would be at the level of EX minus one or above and acquired through a relevant combination of operational and policy experience. An equivalent private sector practitioner may have acquired this experience over 10+ years working in or with government in the defence or security industry. As part of this experience, the candidate will have created and managed policy development processes that built consensus, and effectively advanced common positions with or within government.
This individual will also possess the following qualifications:
- Strong written and verbal communications skills.
- Strong presentation skills.
- Bilingualism is considered an asset.
- Experience and comfort working independently and in a small team environment, under tough time constraints.
- Well organized, motivated, enthusiastic, flexible, self-starter.
- Post-secondary degree relevant to the position or equivalent work experience.
- Experience in both the defence industry and public service would be an asset.
- Unencumbered ability to work with government, including public office holders.
- Experience in managing consultants and service providers would be an asset.
- Occasional travel outside of the Ottawa area is required.
