SENIOR POLICY ANALYST

PERMANENT FULL TIME

TORONTO, ON

Job Band 10: $36.82 - $48.07

36.25 Hours/Week

 

The Ontario College of Trades (College) is currently seeking a Senior Policy Analyst to lead policy projects and the research and analysis of a range of policy issues affecting the sustainability and competitiveness of skilled trades in support of the strategies for the College.

 

The successful candidate will:

  • Provide project leadership and coordination in the conceptualization, development and evaluation of policies and strategies which address a range of proposed regulatory and legislative provisions and issues impacting the goals of the College.

  • Lead multiple concurrent projects involving research, analysis and reporting of policy issues, evidence-based research, public interest and labour market/sector trends affecting the sustainability and competitiveness of skilled trades.

  • Develop statistical analyses and scenarios for the assessment of industry programs and their impact on College policy positions and strategies involving the development of statistical projections, quantitative and qualitative analyses and creation of tables and models.

  • Develop policy analyses, options and recommendations for policy directions and strategies to respond to issues.

  • Provide policy support on project teams to develop policies. Oversees all phases of projects from concept to completion.

  • Develop and maintain business relationships with government officials, external organizations and within the College (e.g., Corporate Services Department, legal services staff).

  • Identify and assess policy issues, lead policy consultations to seek input on policy development projects and to influence the legislative process.

  • Provide policy advice and expertise across the College to ensure consistent interpretation and application of legislation and regulations.

     

Qualifications:

  • University degree in policy, public governance, or related field of study.

  • Project management certification.

  • Minimum of five (5) years of policy experience with programs operating within a legislative framework or regulatory agency.

  • Knowledge of cabinet processes associated with regulations and legislation development and enactment.

  • Policy analysis and development methods and processes within a regulatory or government environment to lead projects involving the conceptualization, development and evaluation of policies and strategies critical to the strategy and goals of the College.

  • Research methods and technique analysis skills to conduct the research, analysis and reporting of economic and policy issues, evidence-based research, public interest and labour market/sector trends.

  • Statistical and data analysis techniques to develop statistical analyses and scenarios, projections, quantitative and qualitative analyses and to create tables and models.

 

Skills:

  • Project management skills to lead concurrent projects and oversee all phases of projects from concept to completion.

  • Analytical and interpretive skills.

  • Oral communication skills to provide advice and expertise for the consistent interpretation and application of College policies and strategies.

  • Written communication skills to develop policy options and recommendations, research findings, statistical analyses, tables and models.
