Manager, Policy & Regulatory Affairs

About the role:

This position supports the Council’s work on a variety of policy and regulatory issues relevant to the Canadian fisheries sector.

Reporting to the President, the Manager, Policy & Regulatory Affairs, conducts analyses and assists with policy development relating to issues, including but not limited to, fisheries management, trade, market access, food regulation, marine conservation, climate change, competitiveness, labour, and more.

The Manager, Policy & Regulatory Affairs, will gather information, conduct analysis, produce summaries and support the FCC President in the Council’s advocacy and policy work.  The Manager, Policy & Regulatory Affairs, will also liaise with government stakeholders and industry experts to support the development and delivery of FCC advocacy.

This role is of primary importance in ensuring that Council policy positions are based on relevant analysis, sound policy and member direction and are consistent with the Council’s strategic priorities.

 

About the Job:

Issue awareness

  • To identify, interpret and communicate to FCC President and member companies new developments including federal policy initiatives likely to have an impact on the fisheries sector;
  • Build a sound knowledge of the Acts, policies and regulations that affect the fisheries sector;
  • Obtain an in-depth knowledge of the member and partner companies and their key personnel, and their products;
  • Establish and maintain relationships with key officials in federal departments, such as Fisheries & Oceans Canada, Canadian Food Inspection Agency, Health Canada, Global Affairs Canada, Environment and Climate Change Canada, etc., in order to stay abreast of government’s intentions with respect to issues relevant to the fisheries sector.

Information gathering and analysis

  • Build an awareness of the information sources available with respect to the issues of the Canadian fisheries sector;
  • Follow and notify members of any relevant notices in the Canada Gazette related to the fisheries sector;
  • Support the development of other key outputs (e.g. Monthly Member Newsletter, reports and presentations).

Supporting Policy Development

  • Assist in developing and building consensus among members on policy positions
  • Prepare policy positions, submissions, communications and supporting analysis to advance the sector’s interests with regulators and other stakeholders
  • Provide input to FCC President and members as otherwise requested;

Advocacy

  • Provide information and analysis to support FCC representatives’ engagement with elected officials and senior bureaucrats in relevant policy areas;
  • Prepare written materials (speeches, presentations, briefing notes, etc.) to support FCC President’s engagement in the advocacy process.
  • Contribute to a favorable image of the sector by representing the FCC in public forums and publications

Communications

  • Assist in development and release of FCC’s communications outputs.

 

What you Bring:

  • Bachelor’s degree in a related field (e.g. economics, political science, marine- or food-related fields, etc.), with highly relevant experience or an equivalent combination of experience and training in a related field;
  • A relevant Master’s degree would be an asset.
  • Five (5) years of relevant experience in research, analysis and/or the formulation or administration of relevant policy, legislation and regulation in Canada;
  • Demonstrated understanding of public policy development and requisite analysis to support evidence-based policy advice and decision-making
  • Knowledge of public policy issues, general economic, business conditions affecting the fisheries sector, and the legislative and regulatory framework governing federal institutions;
  • Strong analytical, problem-solving, research, consultation, and analytical skills;
  • Experience preparing factual, well written briefs and submissions on complex topics;
  • Demonstrable affinity to the FCC’s organizational values;
  • Superior oral and written communication and presentation skills;
  • Energetic, proactive self-starter, able to work with minimal supervision, results oriented;
  • Innovative and creative;
  • A willingness to undertake professional development.
  • Effective interpersonal skills and evidence of teamwork;
  • Demonstrates sound judgment and logical thinking when making decisions;
  • Able to multi-task, prioritize and deliver on multiple demands under tight deadlines;
  • Able to work in full discretion with sensitive or proprietary information;

Languages:

Fluency in both French and English would be an asset
