General Description of Duties

 

The General Manager is an employee of the FSESO, and as such, reports to, and is accountable to, the FSESO Board of Directors with respect to the operations and administration of the organization.

 

In matters concerning firearms instructor designation, suspension, de-designation and course content, the General Manager acts as the FSESO’s main liaison to Ontario’s Chief Firearms Officer or designate.

 

Specific Responsibilities

The duties and responsibilities of the General Manager include, but are not limited to, the following:

Leadership

  • Responsible for leading the FSESO in a manner that supports and guides the organization’s vision and mission as defined by the Board of Directors by implementing policies and procedures.
  • Participate with the Board of Directors in developing and promoting the strategic plan and setting goals that are measurable and describable to guide the organization
  • Identify, assess and inform the Board of Directors of internal and external issues, risk areas, business and environmental changes that impact the organization
  • Monitor and minimize risks
  • Seek guidance from and report to the Board of Directors on all aspects of the organization’s activities
  • Foster an effective and respectful work relationship with the Board of Directors, staff and instructor membership base
  • Act as spokesperson for the organization in conjunction with the Chairman of the Board
  • Represent the organization at community activities to enhance the organization’s community profile
  • Responsible for implementing and ensuring compliance initiatives such as discrimination policy, expense reporting, social media policy and training

Operations

  • Oversee the efficient and effective day-to-day operations of the organization
  • Responsible for strategic planning to ensure the FSESO can successfully fulfill its mission into the future
  • Lead daily operations which incorporates the goals and objectives of the organization in conjunction with our vision and mission
  • Promote public safety and the responsible use of firearms by ensuring professional, effective, comprehensive and standard delivery of firearms safety training and testing through our instructors
  • Ensure that the operation of the organization meets the expectations of the Board and the CFO
  • Draft policies for the approval of the Board and prepare procedures to assist in the effective and efficient operation of the FSESO.  Review existing policies on an annual basis and recommend changes to the Board as appropriate
  • Ensure FSESO files are securely stored and privacy/confidentiality is maintained

 

Financial

  • Responsible for the fiscal integrity of the FSESO, including submission of a proposed annual budget in conjunction with the Board (Finance Committee and Treasurer)
  • Work with the Board to secure adequate funding for the operation of the organization
  • Research funding sources and write funding proposals to enhance the funds of the organization
  • Approve expenditures within the authority delegated by the Board
  • Ensure that sound bookkeeping and accounting procedures are followed
  • Administer the funds of the organization according to the approved budget and monitor the monthly cash flow of the organization
  • Provide the Board with financial reports updating on the revenues and expenditures of the organization
  • Ensure the organization is compliant with all legislative requirements relating to the financial management of the FSESO (e.g. CRA, WSIB etc.)

Human Resources

  • Define staffing requirements for organizational management and program delivery
  • Oversee the implementation of the human resources policies and procedures including the development of job descriptions for all staff
  • Establish and maintain a positive, safe and healthy work environment in accordance with all appropriate legislation and regulations.
  • Recruit, interview and select staff that demonstrate the knowledge, skills and abilities to further the organizations mission
  • Implement a performance management process for all staff which includes monitoring the performance of staff on an ongoing basis and conducting an annual performance review
  • Coach and mentor staff as appropriate to improve performance
  • Manage and investigate complaints against instructors in accordance with FSESO by-laws, Code of Ethics, The Canadian Charter of Rights and Freedoms and the Ontario Human Rights Act.  Forward recommendations for disciplinary action to the Board of Directors and the CFO.  Refer serious transgressions to the CFO for investigation
  • Discipline staff when necessary using appropriate measures; release staff when necessary using appropriate and legally defensible procedures in consultation with the Board of Directors

Risk Management

  • Identify and evaluate the risks to the organization’s people (CFO, Board, staff, instructors, clients), property, finances, goodwill and image
  • Identify, assess and mitigate internal and external issues, risk areas, business and environmental changes that impact the organization
  • Produce timely and wholesome incident reports and investigations for the Board of Directors and the CFO including resolution or proposed resolution reports (closed with no action, disciplinary action, termination, other)
  • Ensure the Board of Directors and the organization carry appropriate and adequate insurance coverage
  • Ensure the Board and staff understand the terms, conditions and limitations of the insurance coverage

Communications

  • Responsible for communicating effectively with the Board and providing in a timely and accurate manner, all information necessary for the Board to function properly and make informed decisions
  • Publicize the activities of the organization, its programs and goals
  • Establish sound working relationships and cooperative arrangements with community groups and organizations
  • Liaise with the CFO, The Canadian Firearms Program, Government Ministries and the firearms community
  • Represent the FSESO publicly

 

Other Duties

  • Perform such other duties as reasonably required by the Board and which are consistent with the duties reasonably expected of a General Manager

 

 

 

Competencies Required

 

General Requirements

  • Gain knowledge of applicable legislation and regulations, including, but not limited to the Canadian Firearms Act and Firearms/Ammunition Regulations
  • Gain knowledge of FSESO policies, procedures and expectations, including, but not limited to: FSESO Policy & Procedures, Code of Ethics and Complaint System
  • Ability to liaise with government agencies at the federal, provincial and municipal levels as required
  • Ability to work in a diverse and multicultural organization and deal with issues of concern in a tolerant and professional manner
  • Ability to multi-task several assignments and meet deadlines in a timely manner
  • Available for assignments outside a normal workday as required, including travel within Ontario
  • Strong communication skills are key, both orally and written, to be able to convey complex thoughts and processes clearly and concisely

  • Proficient in key management skills including, but not limited to:

  • Knowledge of relevant federal and provincial legislation, including, but not limited to:
    • PIPEDA (Personal Information Protection and Electronic Documents Act)
    • Human rights legislation
    • AODA (Accessibility for Ontarians with Disabilities Act)
    • Ontario labour laws
    • ONCA (Ontario Not-for-Profit Corporations Act)
    • Corporations Act

 

Technical Requirements

  • Knowledge of key principles of not-for-profit business management
  • Effective organizational and time management skills with a high attention to detail
  • Professional verbal and written communication skills
  • Experience developing and managing budgets
  • Ability to effectively manage teams and processes
  • Proficient in applicable software and system, including, but not limited to: MS Word, PowerPoint and Excel
