The College of Patent and Trademark Agents of Canada (the College) was created by the Government of Canada with a mandate to be the professional independent public interest regulator of Canada’s 2150 Patent and Trademark Agents. Patents and Trademarks are key tools in protecting the intellectual property rights of citizens and corporations in Canada and around the world - they are key to maintaining and developing innovation in Canada’s economy. The College is expected to be up and functioning by mid-2021.
This newly created organization is looking to recruit its initial Director of Registration and Education, Deputy Registrar to provide visionary, strategic and operational leadership to advance the College’s mandate to authorize patent and trademark agents to represent persons in the presentation and prosecution of applications before the Canadian Intellectual Property Office (CIPO). The Director is responsible for the College’s registration and education processes to ensure compliance with By-laws, regulatory principles, policies and procedures, prescribed standards and allocated budgets. The Director leads the development of programs and strategies for initial and continuing competence of licensees and manages risk involved in all registration and education decisions.
As the ideal candidate, you have five years’ experience in professional licensing and credentialing. You understand the development and administration of on-line exams and how You will embrace the challenge to build, maintain and enhance an excellent, fair, respectful, accountable, transparent and psychometrically defensible registration and examination process. They are essential to support the College in fulfilling its public protection mandate and risk-based and outcomes focused regulation. The position requires a high level of judgment and independence as you are going to work remotely with minimum supervision. Your success will also be contingent on the following essential qualities and skills: project management skills, a very strong investigation, research and analysis of evidence skills, policy and legislation drafting, research skills, an ability to analyse and write quasi-judicial decisions, a high level of confidence, composure and discretion. An ability to work in both official languages will be considered an asset.
