Request for Proposal
Orthotics Prosthetics Canada (OPC) is seeking proposals from qualified individuals and firms with specialization in assessment and design for the provision of a full AS-IS assessment, review, and recommendations to improve the association’s management, operations and governance.
Background Information:
Orthotics Prosthetics Canada (OPC) is the national organization responsible for the prosthetic and orthotic profession. Its role is to protect the public and advance the profession of prosthetics and orthotics through quality standards of practice, professional credentialing, education, and awareness. OPC began operations in January 2015 because of the amalgamation of the Canadian Association for Prosthetics and Orthotics (CAPO), incorporated in 1954, and the Canadian Board for Certification of Prosthetists and Orthotists (CBCPO), incorporated in 1972.
OPC’s 750 members include Certified Prosthetists (C.P.(c)), Certified Orthotists (C.O.(c)), Certified Prosthetist/Orthotist (C.P.O.(c)), Registered Prosthetic Technicians (R.T.O.(c)), Registered Orthotic Technicians (R.T.O.(c)), Registered Prosthetic/Orthotic Technicians (R.T.P.O.(c)) and other allied healthcare professionals who work with patients who require prosthetic and/or orthotic treatment.
Historically, OPC has completed most activities through volunteer involvement. Since amalgamation, OPC has engaged a professional management company to conduct business, coordinate activities and meetings, special projects and other work resulting in accomplishing the goals set out in the OPC strategic plan.

Scope of Project Work:
We are seeking a consultant to lead the following work in consultation with a steering committee led by the OPC President:
- An assessment of the 4 Pillars of OPC’s structure, Management operations, and Governance.
- Identify and recommend any immediate changes for operational or governance improvement.
- Establish and prioritize areas of opportunity/changes to be implemented for the near-term (1 year) and mid-term (3-5 years).
- Recommend Human Resources (HR) Models for OPC’s management, operations and Governance. Include structure options, costs, job descriptions, pros and cons for each model, implementation pathway, and short-term (1 year) and long-term (3-5 years) transition strategies.
- Create a communication strategy to disseminate this information to the Executive, Board, and membership.
Term of Contract:
The initial contract resulting from the RFP will be effective after approval by the OPC Board of Directors to start on an agreed upon date for a period not to exceed three (3) months.
Proposal:

- Curriculum Vitae and links to relevant on-line presence.
- Overview of the individual(s)/organization and their experience related to the operations and governance of national healthcare associations and healthcare regulatory bodies.
- Overview of the approach to this work, associated timelines and remuneration expectations.
- Two references.
Submission Date:
The completed proposal should be emailed in PDF form to Scott Hedlund C.P.(c), President, OPC, emailed to: shedlund@gmail.com by December 22, 2023.
The top three (3) Proposals will be presented to the OPC Board of Directors on or about January 22, 2024 for final discussion and determination of the successful applicant.
All applicants will be advised of the outcome no later than February 16, 2024 .
Evaluation and Selection Process:
Proposals that are incomplete in terms of the requirements of this RFP will not be considered. Individuals/organizations should not assume that they will have an opportunity for oral presentations, so they should submit their proposals as their initial proposal. An oral presentation and interview may be held for purposes of clarification of proposal content and to ensure the full understanding of and responsiveness to RFP requirements. Individuals/firms will not be provided an opportunity for proposal revisions.
All individuals/organizations must meet the minimum requirements established by this RFP to be eligible for award. OPC reserves the right to reject all proposals or parts thereof.
Terms and Conditions:
- This Request for Proposal does not commit OPC to award a contract. OPC reserves the right to waive or modify any particular requirement(s) in this RFP, with or without notice and with or without cause; to accept any proposals; and to reject any and all proposals, issuing a new call for proposals.
- The written RFP response and any subsequent representations made during the selection and review process will be considered binding commitments by the vendor.
- The vendor agrees to be bound by its RFP responses for a period of one year from the response due date during which OPC may request clarification or correction of the response for the purpose of evaluation.
- If a contract is awarded, OPC may require additional information or clarification of any obligation. The response to this proposal will be the basis for issuing/negotiating a legally binding contract.
- This Request for Proposal, any written materials altering the Request for Proposal, the vendor’s initial response and all addenda to that response will be incorporated into and/or attached to the contract as distinct addenda.
- The final contract must stipulate that the vendor assumes responsibility for the completeness and performance of its work product.
- The cost of preparing the RFP response is the sole responsibility of the vendor, whether or not any award results from this solicitation. OPC will not provide any specific payment or reimbursement for such costs.
- Any costs associated with the oral presentation to OPC will be the responsibility of the vendor and will in no way be billable to OPC.
