Policy Analyst, Environment & Health

About the role:

This position supports the Association’s work on environment and health policy issues for the Canadian chemical industry both nationally and provincially.

Reporting to the Director, Environment and Health Policy, the Policy Analyst is a member of the CIAC Policy Team which coordinates and supports the activities of functional committees and groups concerned with issues such as climate change, air quality, chemical management, competitiveness, energy, health and safety.

The Policy Analyst will gather information, conduct analysis, produce summaries and support CIAC staff in their advocacy and policy work.  The Policy Analyst will also liaise with government stakeholders and industry experts to support the development and delivery of CIAC advocacy in these areas at both the national, and provincial level (Québec, Ontario, and Western Canada).

This role is of primary importance in ensuring that Association policy positions on environment and health are based on relevant analysis, sound policy and member direction and are consistent with the industry’s overarching Responsible Care Ethic and Principles.

The Policy Analyst also plays a lead role in co-ordination and collaboration with other CIAC operational units (Communications, Business and Economics, the regions, Responsible Care and the President’s Office) to ensure relevant data and policy positions support CIAC’s advocacy efforts federally and provincially.

About the Job:

Issue awareness

  • To identify, interpret and communicate to CIAC staff and member companies’ new developments in the chemicals, health and environment fields including actual or proposed policy initiatives by federal or provincial governments likely to have an impact on the chemical sector;
    • Build a sound knowledge of the health and environmental Acts, policies and regulations that affect the chemical sector (CEPA, CMP, MSAPR);
    • Obtain an in-depth knowledge of the member and partner companies and their key personnel, their products, and environment and health data;
    • Establish and maintain relationships with key officials in federal and provincial departments, such as Health Canada, Environment and Climate Change Canada, Ontario Ministry of Environment and Climate Change, etc., in order to stay abreast of government’s intentions with respect to chemical, environment and health issues within Canada and internationally.

Information gathering and analysis

  • Build an awareness of the information sources available with respect to the health and environmental issues of the Canadian chemistry industry;
  • Collect and analyse CIAC NERM data and supplemental survey data as well as additional data from key sources such as Statistics Canada, the American Chemistry Council (ACC) and the European Chemistry Industry Association (CEFIC);
  • Follow and notify members of any relevant notices in the Canada Gazette related to chemicals, health and environment;
  • Support the development of other key outputs (e.g. Annual Review, ChemNews, Responsible Care reports and presentations).

Supporting Policy Development

  • Building on issue awareness and information gathering activities, provide input to CIAC Technical Management Committee, the National Environmental Quality Committees and related regional groups, their CIAC leads and Chairs;
  • Provide administrative support (including agenda setting and document management) to CIAC’s environment and health committees including the Technical Management Committee and the National Environmental Quality Committee;
  • Through participation on such committees and groups, translate member company inputs into draft positions / messages for further consideration and refinement by the issue leads and members;
  • Refine and finalize policy positions, submissions, communications and supporting analysis to facilitate CIAC engagement in the advocacy process;
  • Prepare written materials (speeches, presentations, briefing notes, etc.) to support issue leads’ engagement in the advocacy process.

Advocacy

  • Provide information and analysis to support CIAC representatives’ engagement with elected officials and senior bureaucrats in relevant policy areas;
  • Provide information, analysis and support to CIAC Regional Directors in Québec, Ontario and Western Canada in the execution of their responsibilities for environment and health priorities in those areas.

Communications

Ensure CIAC activities, outputs, positions and advocacy are regularly and accurately included in CIAC’s broader communications activities (ChemNews, President’s message, Annual Review, etc.).

What you Bring:

  • Master’s degree in environment, health, science, etc., with highly relevant experience or an equivalent combination of experience and training in a related field;
  • A willingness to undertake professional development.
  • Minimum five (5) year of relevant experience in research, analysis and/or the formulation or administration of chemical, environmental and health policy, legislation and regulation in Canada;
  • Solid knowledge and understanding of the Canadian environmental, health regulatory system, including chemicals management;
  • Knowledge of public policy issues, general economic, business conditions affecting the chemistry sector, and the legislative and regulatory framework governing federal and provincial institutions;
  • Strong research and analytical skills;
  • Experience preparing factual, well written briefs and submissions on complex topics;
  • Past engagement with business, economic, energy and environmental issues of concern to Canada’s value add manufacturing sectors;
  • Demonstrable affinity to the Responsible Care ethic and CIAC’s organizational values;
  • Superior oral and written communication and presentation skills;
  • Energetic, proactive self-starter, able to work with minimal supervision, results oriented;
  • Innovative and creative;
  • Effective interpersonal skills and evidence of teamwork;
  • Demonstrates sound judgment and logical thinking when making decisions;
  • Able to multi-task, prioritize and deliver on multiple demands under tight deadlines;
  • Able to work in full discretion with sensitive or proprietary information;

Languages:

  • Fluency in both French and English would be an asset
